The end of the trade-in, the end of the end of home appliances dismantling regular army will face famine

In the implementation of home appliances "old for the new" policy, the majority of waste appliances flow to the secondary market and small dismantling workshops, and formal enterprises to install expensive environmental protection facilities, but also to issue a formal invoice, there is no advantage in the recovery price, naturally can not get goods.

China has initially established a recycling system for waste household appliances that consists of production companies, retailers, and regular dismantling companies. After the "replacement of old" policy is over, the system will soon be put to the test.

At present, China's annual oil import volume exceeds 100 million tons, and its foreign dependence rate exceeds 50%. The annual mineral resources import volume exceeds 1 billion tons, and the foreign dependence rate exceeds 15%, and the resource gap is increasing.

The recycling of waste household appliances is of great significance to our country's strategy of promoting renewable resources. However, it is embarrassing that the domestic formal waste household appliances dismantling companies, because the home appliance "trade-in" policy will end at the end of this year, is very likely to face the "no rice pot" dilemma.

“A country with a shortage of resources and a large number of imports should pay attention to the use of renewable resources.” Wang Yangzu, director of the Working Committee for Imported Renewable Resources of the China Materials Recycling Association, said that to remedy the huge resource gap, it is necessary to study policies and markets for cracking waste household appliances. Bottlenecks promote the healthy development of the industry.

The lack of price advantage for formal enterprise recycling, after the New Deal may be replaced by a large number of polluting small workshops, industry insiders expect that China will soon usher in the peak period of consumer electronics scrap. At present, the annual volume of the annual reports of TVs, refrigerators, washing machines, air conditioners, and computers is over 15 million units. It is expected that by the end of the “Twelfth Five-Year Plan”, the annual waste will reach more than 160 million units.

However, before the implementation of the home appliance “renewal” policy, the majority of waste household appliances went through the private recycling channel to the secondary market and small-scale dismantling workshops, but the regular dismantling companies did not get the goods, causing serious idle capacity.

“Regular enterprises must install expensive environmental protection facilities, and they must also issue formal invoices, and they have no advantage in recycling prices. Naturally, they cannot get the goods.” said Gu Jiandong, deputy general manager of Hangzhou Dadi Environmental Protection Co., Ltd., a pilot enterprise of waste electronic product recycling processing in China. In 2009, after implementing the “old-for-new” policy on home appliances, due to the state’s subsidies, consumers are willing to give waste appliances to production companies or shopping malls, and formal dismantling companies can get waste household appliances through formal channels.

Prior to the implementation of the “old-for-new” policy, Hangzhou Dadi Environmental Protection Co., Ltd. dismantled waste home appliances for consecutive years’ losses. “Only one million waste appliances can be obtained and processed in one year, with a loss of 1 million yuan. After implementing the 'renewal of old' policy, we can get and handle 1 million units a year, and we can have several points of profit.” said Gu Jiandong. .

Liu Tao, deputy chairman of the China Electronics Enterprise Association, said that Zhejiang Province has 5 million "five major items" that are discarded each year. If the old-for-new policy is abolished by the end of this year, the company will probably not be able to get 1 million units.

In the past few years, China's formal waste household appliance dismantling enterprises have only four companies in Beijing, Qingdao, Tianjin and Hangzhou, and currently have more than 100. “It wasn’t easy for China to initially establish such a recycling system for waste household appliances made up of production companies, retailers, and regular dismantling companies. If it were to suddenly stop the policy of “renewal of trade”, this system would surely be destroyed, and a lot of serious pollution would be caused. The workshop will be replaced by it.” Liu Tao believes that if the implementation of the “old-for-new” policy is to cease, it should study the establishment of a public-benefits fund that will be funded by manufacturers, businesses, and even dismantled companies, and continue to provide consumers with “new-for-new” subsidies.

Dismantling process still has bottlenecks in key technologies

At present, the most difficult problems in the disposal of discarded televisions, refrigerators, washing machines, air conditioners, and computers are the television and refrigerators. China still has bottlenecks in key processing technologies. According to experts, TV tubes contain lead and fluorescent powder, and refrigerators contain freon in their foams. These are poisonous and harmful substances. Normal companies generally use them to landfill, and small workshops generally discard them, causing environmental problems. Pollution. In addition, for the circuit boards in the “Five Large Parts”, many domestic companies use the traditional “cupola” incineration process, which not only pollutes but also has a low utilization rate.

Tao Caojin, chairman of Zhejiang Huanyi Resources Utilization Co., Ltd., said that the original preferential tax policies for resource recycling companies have also been cancelled. The current VAT rate has been restored to 17%, which has caused great pressure on business operations. "Last year, our output value was only 1.7 billion yuan, and the tax was paid more than 100 million yuan. The burden is very heavy."

Experts stated that the waste household appliances dismantling industry has a certain degree of public welfare. Whether it can develop healthily can play an important role in alleviating China's shortage of resources and environmental pressure. It should make overall consideration in the elimination of technical bottlenecks and tax concessions, and give them strong support.
