The inspection spot-checked 280 lighting projects (146 road lighting projects and 134 landscape lighting projects) in 30 municipalities directly under the Central Government, provincial capital cities, planned cities alone and 20 other cities, of which 27 road lighting projects and 32 A landscape lighting project was field tested. On the whole, the phenomenon of urban lighting over-standard and high energy consumption has been effectively controlled, and basically completed the “Eleventh Five-Year” energy-saving emission reduction targets of the eastern and central regions and the conditions of the western region of the city road lighting to eliminate inefficient lighting products task.

The circular said that the energy saving of urban roads has achieved significant results. According to the statistics of the installed city's lighting capacity, electricity consumption, and total lighting power installed from 2005 to 2010, the power consumption per unit of urban road lighting has decreased year by year. During the “Eleventh Five-Year Plan” period, the average annual decline rate was 3%. Cumulatively saved 14.6%. Urban street lighting above the bypass basically eliminated ineffective lighting products. The operation and management level of energy saving in urban lighting facilities has been continuously improved. Most cities can follow the "city road lighting design standards" and apply the principle of conservation, the use of street lamp monitoring system to adopt the "half-night light" mode, etc., through the time and graded control to achieve energy savings.

The notification describes the problems found during the inspection. Urban lighting special planning needs to be strengthened. Some cities do not compile special urban lighting plans; some urban lighting special plans lack the requirements and measures for lighting energy conservation. High-energy lighting facilities still exist, and powerful searchlights and high-power floodlights are still used in landscape lighting in some cities. Urban lighting project construction lacks effective supervision. Urban lighting project design schemes in some cities have not been subject to professional argumentation and they are not strictly controlled; some projects have been arbitrarily changed during the construction phase, which has affected the implementation of energy-saving standards; some cities have submitted special inspections to the management departments for failure to carry out specific inspections. Management, some projects need to be rebuilt to meet the lighting energy requirements, resulting in waste.

The circular requires all localities to implement the overall deployment of energy-saving and emission-reduction of the country, earnestly perform their responsibilities, and strengthen the management of urban lighting energy conservation. The provincial-level housing and urban-rural construction administrative departments shall, together with the energy-conserving administrative departments at the same level, put forward opinions on rectification of the issues notified during the inspections, supervise and urge the relevant cities to make rectification within a time limit, and handle them in accordance with the "Regulations on City Lighting Management" and other relevant regulations. The Ministry of Housing and Urban-Rural Development will review the special supervision and inspection of energy-saving and emission reduction in the construction of housing for urban and rural areas in 2011.
