VR/AR technology is a strategic emerging industry for artificial intelligence

Recently, the State Council of China released the "New Generation Artificial Intelligence Development Plan," marking a significant milestone in the nation's technological advancement. As Vice Minister of Science and Technology Meng stated during a policy briefing at the State Council Information Office, this plan represents another concrete step toward implementing the spirit of last year's National Science and Technology Innovation Conference. Looking back at decades of accumulated efforts, China has made notable strides in AI research and development. Internationally, our patents and academic papers place us at the forefront, while we lead globally in areas like speech recognition, machine vision, and machine translation. The innovative and entrepreneurial spirit in AI is thriving, and many believe China stands among the top-tier nations in this field. However, we must remain mindful of our limitations. Our original innovations in R&D, fundamental theories, core algorithms, and high-end chips still lag behind. In terms of talent, both the quantity and quality fall short of meeting the demands driven by the rapid growth of AI in economic and social sectors, particularly concerning high-level leadership figures. Additionally, while companies are making progress, they have yet to establish ecosystems or industrial chains that resonate globally. Li Meng emphasized the need to actively explore AI-related infrastructure, policies, standards, safety, and ethics to keep pace with its evolution. Qin Yong, Director of the Department of High-tech Development and Industrialization at the Ministry of Science and Technology, highlighted the plan’s emphasis on mastering core technologies. He noted that the new generation of AI remains in its infancy, and its long-term impact will hinge on technological breakthroughs. The plan outlines core technology initiatives, covering everything from foundational theories to cutting-edge applications, with a focus on big data intelligence, cross-media hybrid intelligence, community intelligence, and autonomous systems. These efforts are part of a broader "1+N" AI program, integrating projects in big data, cloud computing, intelligent manufacturing, robotics, quantum computing, and more. Together, they aim to create a comprehensive national AI research framework. Implementation strategies include fostering collaboration between central and local governments, businesses, and social capital. Market-driven approaches are prioritized, with the government supporting core and forward-looking developments while encouraging private sector involvement and investment. Examples of current applications range from smart homes and factory automation to drones and autonomous vehicles. Despite progress, much of the industry remains in its nascent stages. To cultivate a high-end, efficient, and intelligent economy, the plan proposes three tiers of development. First, fostering strategic emerging industries like pattern recognition, face recognition, and IoT components. Second, transforming traditional sectors through smart manufacturing and agriculture. Third, nurturing leading AI companies and enhancing corporate intelligence. In sum, the new plan underscores China's commitment to becoming a global leader in AI, addressing challenges and opportunities alike.
