The project owner is the Yunnan Gongdong Expressway Construction Headquarters. The construction funds are from enterprises, local government financing and domestic commercial bank loans. The enterprises and local governments raise 35% of the total investment, the domestic commercial bank loans are 65%, and the funds have been implemented. 2. Project overview and scope of tender

2.1 Construction site: Within Xundian County and Dongchuan District, Kunming City, Yunnan Province.

2.2 Scale of Construction: The project of the freeway network of the Suizhong urban economic circle, Netcom Mountain to Dongchuan Expressway, starts at G85, Kunming (Chongqing-Kunming), Mingming-Wubu Expressway (gongshan interchange), Jinggong Town, and Awang. The town ends at the north side of Dongchuan District. The total length of the route is 49.4 kilometers. It is built on the standard of a four-lane highway. The design speed is 80 kilometers per hour and the width of the roadbed is 24.5 meters. Asphalt concrete pavement is used for road surface. There are 4 interchanges in Gongshan, Awang, Dongchuan South and Dongchuan North respectively, another comprehensive service area, 3 toll stations, 1 maintenance work area, and 2 tunnel management offices.

2.3 Service Cycle: It is estimated that the service period of mechanical and electrical engineering supervision will be 34 months. Among them, the construction period is 10 months (calculated from the actual start date, including the construction preparation period, trial run period), the defect liability period is 24 months (calculated from the date of actual delivery); the warranty period is 5 years (from the date of actual delivery Start).

3. Bidder qualification requirements

3.1 The business license of an effective enterprise legal person issued by the administrative department of industry and commerce shall be issued by the Ministry of Transport of highway engineering and electrical engineering special supervision qualification.

3.2 Performance requirements: In the past five years (from 2012 to now), the company has independently undertaken the construction supervision tasks for the three major systems (communications, tolls, monitoring) of the mechanical and electrical engineering of the two tender highways, tunnel ventilation, lighting, power distribution and fire protection projects. The bidder’s performance, reputation and financial status are good, and there is no record of bad behavior during the penalty period.

3.3 All affiliated companies with investment equity relations, or parent companies with direct management and managed relationships, or subsidiaries of the same parent company, or legal representatives who are the same person with two or more legal persons, according to the purchase The order of the bidding documents shall be given priority to the bidder who first purchased the bidding documents. The bidder with the above relationship may not bid on the same bidding section at the same time.

The central enterprises under the direct supervision of the State-owned Assets Supervision and Administration Agency of the State Council are not categorized as "parent companies" in this article. Their first-level subsidiaries are not treated according to the aforementioned affiliates, but the second-level subsidiaries that belong to a subsidiary are treated according to the aforementioned affiliates. .

3.4 This tender does not accept the Commonwealth bid.
