West County Expressway Minxian County-Jixian Section Survey Design Tender Announcement

The feasibility study report for the Jixian-Jixian Expressway project has been approved by the Shanxi Provincial Development and Reform Commissioner with the document No. 35 [2014] of Jinfafa Transportation. The bid inviting party is the key highway project construction office of the Shanxi Provincial Department of Transportation. The project is now undergoing an open tender for the prospecting and design of the project.

2. Project overview and scope of tender

2.2 Project Overview:
The Qixian County to Jixian County Expressway starts from the county town 20 kilometers north of Luan County. It is at the junction of Ludi City and Linyi City at the junction of Maidishan and ends at the end of the Shizuo County Expressway. The route passes through Qixian County, Daning County, and Jixian County. It ends at Jiukang, 9 kilometers east of Jixian County, and starts at the starting point of Jixian to Hejin Expressway. The recommended length of the route is 105.6392 kilometers. The ratio of bridges and tunnels is approximately 46.4% of the route length.
The project is located in the hilly area, the highway design speed is 80 km/h, and the vehicle load level is the highway-I standard.
The project investment is estimated to be 1110186.72 million yuan.
The project construction period is planned to be three years.
2.3 The scope of the tender:
The bidding for the survey and design is divided into 2 bid sections. The specific contents are as follows:

3. Bidder qualification requirements
3.1 The tender requires the bidder to legally register in China. The business license is legal and valid, and has the following qualifications and performance requirements. It also has relevant survey and design capabilities in terms of professional technology, personnel composition, and finance, and it also meets the requirements of this project. Credit requirements.

2. Comprehensive qualifications for engineering design (Grade A qualification for highway industry design or Class A qualification for highway industry, super bridge, and traffic engineering design). Subgrade and Pavement Engineering In the past 8 years (from January 1, 2009 to present), more than 2 (including 2) have been successfully completed, and the preliminary design and construction drawing design for the new expressway with a cumulative mileage of 100 km (including 100 km) has been completed.
Bridge and Tunnel Engineering In the past eight years (January 1, 2009 to present), the preliminary design and construction drawing design of a new super-large expressway with a length of not less than 1,000 meters has been completed successfully.
In the past 8 years (January 1, 2009 to date), the preliminary design and construction drawing design for more than one newly constructed highway tunnel with a length of not less than 1,000 meters have been successfully completed.
Traffic safety
Project The preliminary design and construction drawing design of the new highway traffic safety facilities with a total mileage of more than 100 kilometers (including 100 kilometers) has been successfully completed in the past 8 years (January 1, 2009 to date).

SK2 also has:
1. Engineering survey above Class B qualifications (including Class B qualifications);
2. Grade A qualification for architectural engineering design in the construction industry. In the past 8 years (from January 1, 2009 to present) of the housing construction project, the preliminary design and construction drawing design of the building projects for the five highway toll stations and two highway service areas have been successfully completed; or the cumulative construction area has been successfully completed. More than 50,000 square meters of industrial or civil architecture design.
3.2 The bid for the bid in the first bid of the bid is accepted by the Consortium; the bid for the consortium is not accepted for the bid in the SK2 bid. All parties to a consortium shall have the qualification conditions that are compatible with the contents of the corresponding survey and design work for the bidding; a consortium composed of the same professional units shall determine the qualifications according to the units with lower qualification levels. The quality of the consortium must not be lower than the mandatory qualifications specified in the bidding documents. All parties to the consortium must not bid alone or join other consortium bids in their own name in this project.
3.3 The person in charge of the unit is the same person or a different unit that has a controlling relationship and may not participate in the bid for the same bid. Otherwise, the bid will be invalid.
3.4 No tender documents may be purchased for any unit that has been cancelled or suspended by the Ministry of Transport or the Shanxi Provincial Department of Transportation and is within the penalty period.
3.5 Each bid unit is limited to reporting one of the bids.
3.6 To be eligible for the project leader qualification requirements:
SK1: Senior Engineer and above, 10+ years of highway survey and design experience, and at least 2 new highway survey and design projects completed as project leader.
SK2: Senior engineer and above professional titles, more than 10 years experience in building construction design, as the person in charge of the project completed at least 2 highway building design or completed at least over 50,000 square meters of housing construction engineering survey and design work.
3.7 The tenderer, his legal representative, and the person in charge of the project are no criminal records of bribery in the past three years (since December 1, 2013).
3.8 This tender evaluation method adopts a comprehensive evaluation method.
