First, industrial information monitoring and evaluation is an important means of industry management. To this end, we must strengthen the development and development of the wind power industry, development and construction, grid operation and equipment quality monitoring and evaluation of important information. All relevant units must attach great importance to establishing mechanisms and submit information as required to ensure that all types of information are timely, accurate, and complete.

The National Renewable Energy Center is responsible for the monitoring and evaluation of the overall development of the wind power industry, collecting and analyzing the development status of the international wind power industry, wind power development and operation data of various countries, industrial policy information, etc., and aggregating and forming dynamic development information of the wind power industry, on a quarterly basis. 4. The General Institute of Hydropower Planning and Design is responsible for the statistics and analysis of wind power construction, grid-connected operation, development planning, and completion of annual implementation plans of all provinces (autonomous regions and municipalities) and development enterprises, and summarizes the statistical information of wind power construction and reports quarterly Our Bureau will comprehensively evaluate the industrial development situation, problems faced and the implementation of industrial policies according to the year and form an assessment report to our bureau. 6. The China Wind Energy Professional Committee (China Wind Energy Association) of the China Renewable Energy Association is responsible for the statistical analysis and evaluation of wind power equipment manufacturing industry data, including the production and operation of major wind turbines and parts manufacturing companies, equipment import and export, and installed Wind power equipment operating quality data, etc., to form wind power equipment information, reported to the Bureau by quarter. According to the requirements of the “Notice of the National Energy Administration on Strengthening the Safety Management Requirements for Wind Farms” (Guineng Xinneng [2011] No. 373), the major accidents of wind power equipment should be reported to the Bureau in time, and industry early warning information should be timely filed for commonalities. At the beginning of each year, the wind power equipment operation quality evaluation report for the previous year is submitted and released to the public after review by the Bureau.

7. The National Renewable Energy Center is jointly responsible for organizing and coordinating the construction of the wind power industry monitoring and evaluation system. The various units are required to designate special personnel to be responsible for the development of work programs, and to collect and organize information. Analysis, evaluation and report preparation and reporting. The information reported on a monthly basis shall be submitted before the 15th of the next month; information reported on a quarterly basis shall be submitted before the end of the first month of the next quarter.

8. The provincial (district, city) energy authorities will summarize and analyze the preparatory work, approval status, construction progress, supporting grids, grid-connected operations, and market absorption of wind power projects in the region, and implement wind power for the province (region, city). Comprehensive assessment of the development situation will form an annual report on the development of wind power development in the province (region, city), which will be reported to the Bureau before the end of January each year.

9. The competent energy agencies of provinces (autonomous regions and municipalities) urge the relevant enterprises to cooperate with the information submission work. The information submitted by enterprises will serve as a reference for the implementation of industrial policies, the implementation of project-to-grid operations, the granting of subsidies, the operation of grid-connected operations, and market access.
